The Internal Market Act would give British ministers the power to adopt rules, particularly with regard to state and trade, even if they violate the withdrawal agreement. UK ministers say these measures are needed as a safety net in case the EU should act inappropriately. He stressed that the deadline for an agreement between the UK and the EU on 31 December was now almost impossible to meet. In 1999, the United Kingdom formally requested participation in certain provisions of the Schengen acquis – Title III on police security and judicial cooperation – in 1999, and this request was adopted by the Council of the European Union on 29 May 2000.  The UK`s formal participation in previously approved areas of cooperation was brought into effect by a 2004 Council decision that came into force on 1 January 2005.  Although the United Kingdom was not part of the Schengen area, it has always used the Schengen information system, a government database used by European countries to store and disseminate information on individuals and goods. This has allowed the UK to exchange information with countries that are part of the Schengen Agreement, often to connect to legal proceedings.  In 2020, the United Kingdom has declared that it will withdraw from these agreements at the end of its transition period. The ETIAS travel authorization allows access to all countries entering the Schengen agreement, i.e. the ETIAS and Schengen countries are identical, and a ETIAS authorisation is practically a Schengen visa. While the UK is subject to the interim agreement with the EU, British citizens travelling to Europe only need their passports to enter other Member States.
But that will change after the Brexit transition period and, from the end of 2022, ETIAS will be a prerequisite for British citizens. The November 13 attacks in Paris, which killed 130 people, led to an urgent change of mentality in the Schengen agreements. Since June 2017, ten urban transport agreements have come into force. Vatican City has an open border with Italy. In 2006, it expressed interest in joining the Schengen Agreements with a view to closer cooperation on the exchange of information and similar activities under the Schengen Information System.  Exceptionally, Italy allowed people to visit Vatican City without being accepted for an Italian visa, and then to be escorted by police between the airport and the Vatican or by helicopter. [Citation required] However, there is no customs union (including customs) between Italy and the Vatican, so all vehicles are controlled at the Vatican`s borders. Permissions are issued for a validity period of one to five years and allow you to stay in the border area for up to three months.
Permissions may only be granted to legitimate residents of the border area who have been in the border area for at least one year (or more if provided for in the bilateral agreement). Applicants must prove that they have legitimate reasons for frequently crossing a land border under the local border transportation system. Schengen states must maintain a central register of authorisations issued and allow other Schengen states immediate access to relevant data.
